Plaintiff failed to file a first amended complaint 19 and failed to respond to the Court’s Order to Show Cause. The Court now recommends that the 20 action be dismissed for failure to prosecute and failure to comply with court orders. 21 I. Background and Procedural History 22 On May 20, 2025, Plaintiff filed his complaint and a motion to proceed in forma pauperis. 23 ECF Nos. 1 & 2.
