The parties have consented to the 19 jurisdiction of the undersigned for all further proceedings. ECF No. 26. Currently pending 20 before the court is petitioner’s motion to enforce the preliminary injunction issued on July 14, 21 2025, and respondents’ motion to dismiss the § 2241 petition as moot. ECF Nos. 28, 29. The 22 motions are fully briefed. The court heard the motions on October 16, 2025.
