Plaintiff Pablo Chavez is appearing pro se and in forma pauperis in this civil rights action pursuant to 42 U.S.C. section 1983. I. BACKGROUND On March 17, 2025, Plaintiff filed an untitled document, docketed as a Notice to Proceed with Case. (Doc. 14.) On September 11, 2025, the previously assigned magistrate judge, Gary S.
