17 18 Petitioner is a federal prisoner proceeding pro se and in forma pauperis with a petition for 19 writ of habeas corpus pursuant to 28 U.S.C. § 2241. He filed the petition in this Court on August 20 20, 2025. (Doc. 1.) On August 22, 2025, the Court issued an order directing Respondent to file a 21 response to the petition. (Doc. 4.) On October 22, 2025, Respondent filed a motion for stay and 22 extension of time to file a response. 23 DISCUSSION 24 The court has inherent authority to manage the cases before it. Landis v. N. Am.
