(ECF No. 6) I. Background Plaintiff Douglas Urquilla (“Plaintiff”) is a state prisoner proceeding pro se in this civil rights action pursuant to 42 U.S.C. § 1983. Plaintiff initiated this action on December 5, 2024, and the action was transferred to this Court on September 16, 2025. (ECF Nos. 1, 4.) Plaintiff failed to pay the $405.00 filing fee or submit an application to proceed in forma pauperis pursuant to 28 U.S.C. § 1915.
