18 I. BACKGROUND Bruce Dean Austin (“Plaintiff”), who is proceeding pro se, filed this civil rights action on September 11, 2025. (ECF No. 1.) Plaintiff did not pay the filing fee and did not submit an application to proceed in forma pauperis. On September 12, 2025, the Court ordered Plaintiff to either submit an application to proceed in forma pauperis or to pay the filing fee, within twenty- one (21) days of entry of the order.
