18 19 I. 20 BACKGROUND 21 Bruce Dean Austin (“Plaintiff”), who is proceeding pro se, filed this civil rights action on 22 September 11, 2025. (ECF No. 1.) Plaintiff did not pay the filing fee and did not submit an 23 application to proceed in forma pauperis.
