11 I. Background Plaintiff Stepan Sereda, proceeding pro se, filed this civil action on September 11, 2025. (Doc. 1.) Plaintiff failed to pay the $405.00 filing fee or submit an application to proceed in forma pauperis pursuant to 28 U.S.C. § 1915.
