No. 92) 16 17 Plaintiff Tremane Darnell Carthen is a federal prisoner proceeding pro se and in forma 18 pauperis in this civil rights action under Bivens v. Six Unknown Named Agents, 403 U.S. 388 19 (1971). This matter was referred to a United States Magistrate Judge pursuant to 28 U.S.C. § 20 636(b)(1)(B) and Local Rule 302. 21 On April 4, 2024, the court adopted the assigned magistrate judge’s findings and 22 recommendations, granted defendants’ motion to dismiss (Doc. No. 54), and dismissed this 23 action. (Doc. No. 90.) On July 8, 2024, plaintiff filed a motion to reopen this action or have the 24 time period for him to file a notice of appeal extended on the basis that he had been transferred to 25 another correctional institution…
