ORDER 14 ANZAR, et al., 15 Defendants. 16 17 Plaintiff is a state inmate who filed this civil rights action pursuant to 42 U.S.C. § 1983 18 without a lawyer. Pending before the court are plaintiff’s first amended complaint (“FAC”), 19 request to proceed in forma pauperis, request for screening, and a motion to disqualify the 20 undersigned. ECF Nos. 2, 8, 14, 16. Because plaintiff has submitted a declaration showing that 21 he cannot afford to pay the entire filing fee, plaintiff’s motion to proceed in forma pauperis is 22 granted.1 See 28 U.S.C. § 1915(a)(2); ECF Nos. 2, 4.
