Defendants. (ECF No. 7) 16 Plaintiff is proceeding pro se and in forma pauperis in this action filed pursuant to Bivens v. Six Unknown Federal Narcotics Agents, 403 U.S. 388 (1971). I. BACKGROUND Plaintiff filed the instant complaint in this action on August 4, 2025. (ECF No. 1.) On September 8, 2025, the Court screened the complaint, found that Plaintiff failed to state a cognizable claim for relief, and granted Plaintiff thirty days to file an amended complaint.
