Introduction 19 Plaintiff Steven Vang seeks judicial review of a final decision of the Commissioner of 20 Social Security denying Plaintiff’s applications for social security disability insurance benefits 21 (SSDI) and supplemental security income (SSI) pursuant to Titles II and XVI, respectively, of the 22 Social Security Act.1 23 II.
