16 Petitioner, represented by counsel, is an immigration detainee proceeding with a petition for writ of habeas corpus pursuant to 28 U.S.C. § 2241. I. BACKGROUND Petitioner is a citizen of Kenya. (ECF No. 1 at 5; ECF No. 12 at 2; ECF No. 12-1 at 2.1) On or about July 27, 2015, Petitioner entered the United States as a nonimmigrant student pursuant to an F-1 student visa.
