15 Defendants. 16 17 Plaintiff Harry Chase, III is appearing pro se and in forma pauperis in this civil rights action 18 pursuant to 42 U.S.C. section 1983. 19 I. INTRODUCTION 20 Plaintiff filed his original complaint on March 24, 2025. (Doc. 1.) The Court issued its First 21 Informational Order in Prisoner/Civil Detainee Civil Rights Case on May 22, 2025. (Doc. 2.) On 22 November 14, 2025, Plaintiff filed motion to appoint counsel. (Doc. 7.) 23 II. DISCUSSION 24 Legal Standards Concerning the Appointment of Counsel 25 Plaintiffs do not have a constitutional right to appointed counsel in section 1983 actions. 26 Rand v.
