15 Defendants. 16 17 Plaintiff Richard Woods is appearing pro se in this civil rights action. 18 I. INTRODUCTION 19 On October 31, 2025, the Court issued its Order to Submit Application to Proceed In 20 Forma Pauperis or Pay Filing Fee Within 45 Days. (Doc. 3.) On November 18, 2025, Plaintiff 21 filed Application to Proceed In Forma Pauperis (IFP) by a Prisoner. (Doc. 5.) 22 II. DISCUSSION 23 A review of Plaintiff’s IFP application reveals it is incomplete. Page two of the IFP 24 application requires the “Certificate” portion “To be completed by the institution of 25 incarceration” and that a trust account statement be attached.
