17 This matter is before the court on petitioner’s ex parte motion for a temporary restraining order filed on November 17, 2025. (Doc. No. 2.) For the reasons explained below, the court will grant petitioner’s motion. BACKGROUND On November 16, 2025, petitioner Arturo Misael Hernandez Burruel filed a petition for writ of habeas corpus pursuant to 28 U.S.C. § 2241 challenging his detention by United States Immigration and Customs Enforcement (“ICE”).
