17 18 This matter is before the court on petitioner’s ex parte motion for a temporary restraining 19 order and petitioner’s motion to proceed under pseudonym filed on November 18, 2025. (Doc. 20 Nos. 2, 3.) For the reasons explained below, the court will grant petitioner’s motions. 21 BACKGROUND 22 On November 18, 2025, petitioner N.D.N. filed a petition for writ of habeas corpus 23 pursuant to 28 U.S.C. § 2241 challenging his detention by United States Immigration and 24 Customs Enforcement (“ICE”).
