Plaintiffs opposed the 22 motion (ECF No. 19), and defendants have replied (ECF No. 20). The matter came before the 23 court for oral argument on October 29, 2025, with counsel for all parties present. For the reasons 24 set forth below, defendants’ motion to dismiss is GRANTED. 25 I.
