19 This case is before the undersigned for all purposes on the consent of the parties. ECF No. 18. Defendants filed a motion to dismiss this case. ECF No. 16. Plaintiffs opposed the motion (ECF No. 19), and defendants have replied (ECF No. 20). The matter came before the court for oral argument on October 29, 2025, with counsel for all parties present. For the reasons set forth below, defendants’ motion to dismiss is GRANTED. I. Background A.
