Background 18 Plaintiff Mark Edward Stricklen (“Plaintiff”) is a state prisoner proceeding pro se and in 19 forma pauperis in this civil rights action pursuant to 42 U.S.C. § 1983. 20 On October 6, 2025, the Court issued an order reassigning this case from Magistrate Judge 21 Gary S. Austin to the undersigned for all further proceedings. (ECF No. 14.) On October 22, 22 2025, that order was returned as “Undeliverable, Inactive, Discharged, Return to Sender, Refused, 23 Unable to Forward.” Plaintiff’s notice of change of address was therefore due on or before 24 November 21, 2025.
