Background 17 Plaintiff Marquise Louis Drumwright (“Plaintiff”) is a state prisoner proceeding pro se 18 and in forma pauperis in this civil rights action pursuant to 42 U.S.C. § 1983. 19 On October 3, 2025, the Court issued an order reassigning this case from Magistrate Judge 20 Gary S.
