Background 16 Plaintiff Hossain Ghahraloud (“Plaintiff”), proceeding pro se, initiated this action on April 17 23, 2025. (Doc. 1.) On October 6, 2025, the Court granted defendants’ motion for a continuance 18 of the deadline to respond to Plaintiff’s complaint due a lapse of appropriations. (Doc. 18.) The 19 Court’s order, which was mailed to Plaintiff, was returned as “Undeliverable, Return to Sender, 20 Attempted-Not Known, Unable to Forward” on October 24, 2025. (See Docket.) 21 II.
