Following reassignment to the undersigned on October 6, 2025 (see Doc. 5) and a review 19 of the docket for this action, presently before the Court is Plaintiff's application to proceed in forma pauperis. (Doc. 2.) Individuals detained pursuant to California Welfare and Institutions 91 || Code § 6600 et seq. are civil detainees and are not prisoners within the meaning of the Prison 9 Litigation Reform Act.
