17 18 This matter is before the court on Petitioner Isabo Labrador-Prato’s motion for a 19 temporary restraining order (Doc. No. 2) filed in conjunction with her petition for a writ of habeas 20 corpus brought under 28 U.S.C. § 2241, challenging her ongoing immigration detention. (Doc. 21 No. 1.) Having considered the parties’ briefing (Doc. Nos. 2, 11,12), the court will grant 22 Petitioner’s motion for a temporary restraining order. 23 BACKGROUND 24 A. Factual Background 25 Petitioner is a citizen of Venezuela who entered the United States by crossing the Rio 26 Grande on September 9, 2021. (Doc. Nos. 1 at ¶¶ 8–9; 1-1 at 2, 15.)
