Background 21 Petitioner filed the instant habeas petition on May 8, 2023, while in custody of the Bureau 22 of Prisons (“BOP”) at United States Penitentiary, Atwater. (Doc. 1). On August 20, 2025, the 23 Court completed a preliminary review of the petition under Rule 4 of the Rules Governing Section 24 2254 Cases1. (Doc. 5).
