Generally, Plaintiff alleges that his rights were violated when he was arrested in relation to 19 an investigation of a person with the same first and last name as Plaintiff. Plaintiff filed a first 20 amended complaint on November 20, 2024. (ECF No. 19). 21 On October 21, 2025, Plaintiff filed a motion to amend the Complaint for a second time. 22 (ECF No. 36).
