ORDER 14 WARDEN OF THE GOLDEN STATE ANNEX DETENTION FACILITY, et al., 15 Respondents. 16 17 Petitioner, an immigration detainee who is currently representing himself, filed a petition 18 for a writ of habeas corpus pursuant to 28 U.S.C. § 2241, a motion to proceed in forma pauperis, 19 and a motion to appoint counsel. Although petitioner also paid the filing fee, the application to 20 proceed in forma pauperis makes the required showing and is granted. See 28 U.S.C. § 1915(a). 21 The court has conducted a preliminary review of the petition pursuant to Rule 4 of the 22 Rules Governing Habeas Corpus Cases Under Section 2254.1 In light of the complexity of the 23 legal issues involved, the court has determined the interests of justice require appointment of 24 counsel and the motion to appoint counsel will be granted.
