Plaintiff Emmanuel 24 Lopez is an individual and resident of Los Angeles County, 25 California. (Id. at 2.) Defendants Peter Devencenzi and 26 Genevieve Vallotton were, at the times relevant to this action, 27 prosecutors for the County of San Joaquin.
