Padilla, and Louie Lawrence 18 Smith III (“Plaintiffs”), proceed pro se, seek declaratory and injunctive relief under the 19 Administrative Procedure Act. The matter was referred to a United States Magistrate Judge 20 pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 302. 21 On November 5, 2025, the magistrate judge filed findings and recommendations that this 22 case be dismissed for Plaintiffs’ failure to maintain an address with the Court in compliance with 23 Local Rule 182(f).
