15 ANNEX DETENTION FACILITY, et al., 16 Respondents. 17 18 Petitioner, an immigration detainee who is representing himself, filed a petition for a writ 19 of habeas corpus pursuant to 28 U.S.C. § 2241 together with a motion to proceed in forma 20 pauperis. Examination of the in forma pauperis application reveals that petitioner is unable to 21 afford the costs of suit. Accordingly, the application to proceed in forma pauperis is granted. See 22 28 U.S.C. § 1915(a). 23 Petitioner has also requested the appointment of counsel. In light of the complexity of the 24 legal issues involved and petitioner’s demonstration of indigency, the court has determined that 25 the interests of justice require the appointment of counsel. See 18 U.S.C. § 3006A(a)(2)(B); see 26 also Weygandt v. Look, 718 F.2d 952, 954 (9th Cir. 1983). The court appoints the Office of the…
