17 Petitioner, an immigration detainee who is currently representing himself, filed a petition 18 for a writ of habeas corpus pursuant to 28 U.S.C. § 2241 and a motion to proceed in forma 19 pauperis. The application to proceed in forma pauperis makes the required showing and is 20 granted. See 28 U.S.C. § 1915(a). 21 The court has conducted a preliminary review of the petition pursuant to Rule 4 of the 22 Rules Governing Habeas Corpus Cases Under Section 2254.1 In light of the complexity of the 23 legal issues involved, the court has determined the interests of justice require appointment of 24 counsel. See 18 U.S.C. § 3006A(a)(2)(B); see also Weygandt v. Look, 718 F.2d 952, 954 (9th 25 Cir. 1983). 26
