12 Plaintiff Elliot Casray Boose, representing himself, initiated the above-captioned civil action. Before the Court are several motions filed by Boose, as well as Defendants’ oppositions to the same. Having read the parties’ papers and carefully considered their arguments and the relevant legal authority, and good cause appearing, the Court screens the complaint under Title 28 U.S.C. § 1915, DISMISSES the complaint with leave to amend, DENIES Boose’s motion to appoint counsel, and TERMINATES all remaining motions as moot, for the following reasons.
