Plaintiff alleges that Defendants committed fraud on the Los Angeles Superior Court, which affected the adjudication of his case. He alleges this conduct violated his First and Fourteenth Amendment rights. In evaluating Plaintiff’s application for in forma pauperis status, the Court is required to dismiss the case if it determines that the action fails to state a claim on which relief may be granted or seeks monetary relief against a defendant who is immune from such relief. 28 U.S.C. § 1915(e).
