17 18 This matter is before the court on petitioner’s motion for a temporary restraining order and 19 motion to proceed by way of pseudonym. (Doc. Nos. 11, 12.) For the reasons explained below, 20 the court will grant in part petitioner’s motion for temporary restraining order and grant 21 petitioner’s motion to proceed pseudonymously. 22 On December 13, 2025, petitioner filed a first amended petition for writ of habeas corpus 23 pursuant to 28 U.S.C. § 2241 challenging his detention by United States Immigration and 24 Customs Enforcement (“ICE”).
