17 This matter is before the Court on Petitioner Sukhchain S.’s (“Petitioner”) Motion for a Temporary Restraining Order1 (“TRO”). (ECF No. 1.) Respondents filed a motion to dismiss the petition. (ECF No. 7.) For the reasons set forth below, Petitioner’s motion is GRANTED. 21 On December 15, 2025, Petitioner filed a pro se Petition for Writ of Habeas Corpus. (ECF No. 1.) Based on the substance of Petitioner’s petition and the relief requested therein, the Court liberally construed the petition as a motion for a TRO. (ECF No. 5.) See Erickson v.
