On August 25, 2025, the undersigned appointed Paul Masuhara, Esq., as counsel to plaintiff for the limited purpose of “investigating the claim, then drafting and filing an amended complaint.” ECF No. 6. Counsel filed the second amended complaint (“SAC”) on October 27, 2025. ECF No. 11. Plaintiff’s SAC is now before the undersigned for screening. The SAC, however, raises federal claims against Doe defendants only. ECF No. 11 at 18-20.
