17 Plaintiff Quoc Xuong Luu is appearing pro se and in forma pauperis in this civil rights action. I. INTRODUCTION On December 1, 2025, this Court issued its First Screening Order. (Doc. 11.) The Court found Plaintiff failed to state a claim upon which relief could be granted. (Id. at 4-9.) Plaintiff was ordered to file a first amended complaint, or, alternatively, to file a notice of voluntary dismissal, within 21 days.
