17 On December 23, 2025, the Court granted Petitioner Jaspreet S.’s (“Petitioner”) Motion for a Temporary Restraining Order (“TRO”) and ordered Respondents to show cause why this Court should not convert the TRO into a preliminary injunction. (ECF No. 8.) On December 30, 2025, Respondents filed a response. (ECF No. 11.) For the reasons set forth below, the Court issues a preliminary injunction. I.
