17 Plaintiff is proceeding in this action pro se. The case was accordingly referred to the undersigned for pretrial purposes by E.D. Cal. 302(c)(21). The court previously found plaintiff’s request for leave to proceed in forma pauperis (“IFP”) incomplete and ordered plaintiff to file a completed and signed application within 14 days. ECF Nos. 2-3. Plaintiff has since refiled his application and submitted the affidavit required by that statute. See 28 U.S.C. § 1915(a)(1). The new motion to proceed IFP (ECF No. 4) will therefore be granted. Upon screening the complaint, the court also finds that plaintiff has not adequately pled claims as to any defendant. Accordingly, the complaint will not be served.
