17 This case comes before the Court on Petitioner’s 28 U.S.C. § 2241 Petition. ECF 18 No. 1. The Court already granted in part Petitioner’s ex parte motion for a temporary 19 restraining order (“TRO”). ECF Nos. 3, 9. Specifically, on December 22, 2025, the Court 20 ordered Respondents to arrange an individualized bond hearing for Petitioner before an 21 immigration court within seven (7) days of that Order. ECF No. 9.
