The district court properly dismissed Weeks’s due process claim because Hawaii law does not create a liberty interest in the state’s furlough program. See Olim v. Wakinekona, 461 U.S. 238, 249 , 103 S.Ct. 1741 , 75 L.Ed.2d 813 (1983); Haw.Rev. Stat. § 353-17. We will not consider Weeks’s other claims because they are raised for the first time on appeal.
