CROCKER, District Judge: 4 The District Court dismissed these two cases without an appearance by the appellees on the basis that it lacked jurisdiction to hear them, and granted leave to appeal in forma pauperis, pursuant to Section 1915 of Title 28 of the United States Code. This court has jurisdiction of the appeals under the provisions of Title 28, Section 1291, of the United States Code.
