MEMORANDUM
Eugene Dayton Pringle appeals pro se the district court’s order dismissing with prejudice Pringle’s 42 U.S.C. § 1983 action alleging constitutional violations arising from a traffic stop for his failure to signal a turn, resulting in a civil citation. City of Los Angeles, 250 F.3d 668, 679 (9th Cir.2001), and for an abuse of discretion its denial of leave to amend, Allwaste, Inc. v. Hecht, 65 F.3d 1523, 1530 (9th Cir.1995). We affirm.
The district court properly dismissed Pringle’s claims against the State of Oregon as barred by the Eleventh Amendment, see Edelman v. Jordan, 415 U.S. 651, 663 , 94 S.Ct. 1347 , 39 L.Ed.2d 662 (1974), and his claims against the county justice of the peace as barred by judicial immunity, Pierson v. Ray, 386 U.S. 547 , 553-54, 87 S.Ct. 1213 , 18 L.Ed.2d 288 (1967).
