The Veterans’ Welfare Board, appointed under and by virtue of section 3 of an act entitled “An act creating a Veterans’ Welfare Board and defining its powers and duties and making an appropriation in aid of its operations,” approved May 30, 1921 (Stats. 1921, p. 969), petitions for writ of mandate to compel the respondent, the state controller, to issue warrants for the payment of certain obligations incurred in the performance of its duties under the above-entitled act and also to issue warrants for obligations incurred by the board in carrying out the provisions of “An act to provide educational opportunities for persons who served in the army, navy or marine corps of the United States in time of war, and making an appropriation therefor,” approved May 30, 1921 (Stats. 1921, p. 967), and also to issue warrants for the payment of expenses incurred in carrying out the provisions of an act entitled, “An act providing for farm and home aid for veterans, defining the powers and duties of the Veterans’ Welfare Board in respect thereto and making an appropriation therefor,” approved May 30, 1921 (Stats. 1921, p. 815).
