SKOPIL, Circuit Judge: INTRODUCTION 1 Pierce County, Washington ("the County") began receiving Comprehensive Employment and Training Act funds in 1975. After a 1977 investigation by the Department of Labor ("the Department"), a grant officer determined the County had improperly used some of the funds.
