They filed this action against the Secretary of State and his deputy in charge of passport services seeking a declaration that they are United States citizens pursuant to section 301 of the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America (Covenant), 48 U.S.C.
