Richardson, a black man, appeals pro se the dismissal of his claim of employment discrimination against the United States Customs Service. We find that appellant's complaint is time barred, and affirm. I. FACTS AND PROCEEDINGS BELOW 4 Appellant failed to obtain employment as a Customs Inspector at the John F. Kennedy International Airport.
