Guillory has publicly criticized Sheriff Gates in newspaper articles; he supported candidates for sheriff who ran against Gates; and he worked for individuals who sued Gates for an alleged spying incident. In 1979, Guillory sued the Department and individual officers over the Department's policy for issuing concealed weapons permits. See Guillory v.
