Jackson, an Arizona state prisoner, appeals pro se the district court's grant of summary judgment in favor of state prison officials in his 42 U.S.C. § 1983 civil rights action. We have jurisdiction under 28 U.S.C. § 1291 , and we affirm. Background 3 On November 13, 1989, appellant was placed on medical lay-in status as a result of a shoulder injury.
