Storms appeals pro se 1 the Bankruptcy Appellate Panel's ("BAP") order affirming the Bankruptcy Court's order sustaining debtor William A. Douglas's objection to Storm's proof of claim. The proof of claim was based on a civil rights action Storms had filed against Douglas. We have jurisdiction pursuant to 28 U.S.C. § 158 (d). We review de novo the BAP's order, Manufacturers Hanover v.
