Butler under the Longshore and Harbor Workers' Compensation Act, 33 U.S.C. § 901 et seq. (1988) (LHWCA). In the challenged Order, the BRB reversed the ALJ's Order, which limited Todd's liability for permanent disability payments to 104 weeks pursuant to section 8(f) of the LHWCA, 33 U.S.C. § 908 (f).…
