I. INTRODUCTION

This case arises from the proposal of the University of California, Santa Cruz (UC Santa Cruz), to build new student housing in accordance with the 2005 long range development plan (LRDP) for the campus. The 2005 LRDP was accompanied by the 2005 program environmental impact report (EIR) that was prepared pursuant to CEQA1 to evaluate the environmental effects of the campus growth anticipated in the 2005
